Responsibilities : FCC Controls Performance Management
o Support the creation of the annual Performance Management plan for the end to end Surveillance process, including resources, budget. o Support the confirmation of the performance targets for FCC Controls for inclusion in the annual Performance Management plan with key stakeholders. o Run the performance management part of the BAU process for the FCC Controls activity-based costing (ABC) model to recharge all costs associated with all FCC Surveillance processes to respective Client and Product businesses (estimated USD 170 mio for 2019). o Lead initiatives to enhance Performance Management. o Report performance management initiatives and objectives to relevant forums, including Surveillance Excellence Forum. o Lead performance management processes for FCC Controls: define and implement KPIs and measurements to track effectiveness and efficiency of the end to end surveillance processes. o Lead or help lead important governance forums including amongst other the Caseload Management Forum and the Surveillance Practice Group. o Ensure performance management metrics are refreshed, that evolution and current status is analysed, that required commentaries are collected, analysed and reported to senior management. o Take a lead role in ensuring that key performance management metrics for FCC Controls are implemented, amongst others: the FCC Surveillance Operational Excellence triangle, throughput, capacity, Activity Based Costing, FCC Segment, FCC Product, CAD projections, CAD (Case assessment duratoin) reporting, volumes evolution.
People and Talent
o Provide leadership, management and coaching to direct reports to ensure they are highly engaged and performing to their potential. o Promote and embed a culture of openness, trust and risk awareness, where ethical, legal, regulatory and policy compliant conduct is the norm. o Stimulate an environment where forward planning, prioritisation, deadline management and streamlined workflows and collaborative, inclusive yet effective and efficient work practices are the norm. o Ensure FCC Controls Performance Management is adequately resourced and staffed by an appropriate number of competent staff sufficiently independent to perform duties objectively, to support sustainable business growth and address financial crime risks. o Ensure staff in FCC Controls Performance Management have clearly articulated and well understood roles and responsibilities through meaningful and accurate job descriptions.
Governance
o Prepare and cascade lessons learned from audit findings, FCC assurance activities and specific investigations. o Propose control improvements, enhancements and simplifications where appropriate. o Collate, analyse and interpret data in reports to senior management and relevant governance/risk committees. o Design and maintain dashboards and metrics that allow FCC to dynamically monitor financial crime risk and operational performance for key FCC processes.
Regulatory & Business conduct
o Display exemplary conduct and live by the Group’s Values and Code of Conduct. o Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Bank. o Process Owners in Business Segments and Products o FCC Process Owners o CFCC/FCC MT and FCC LT o Regional Heads of FCC, including Controls and Governance o FCC Segment and Product o FCC Controls o FCSU Management Team o ITO/CDO
Other Responsibilities
o Embed Here for good and Group’s brand and values in Singapore. o Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.
Ideal Candidate :
  • 10 years of experience in policy / governance, target operating models, process design, continuous process improvement, performance management (KPIs, management information) and data quality remediation in complex global bank (and outsourced) environments.
  • 5 years of project or operational experience in FCC in the following areas:
o Sanctions and screening (name and transaction) surveillance skills. o AML and terrorist financing surveillance skills in relation the respective country jurisdiction, and client types. o Banking: knowledge in terms of customers, products and transactions o Banking operations experience (Client Due Diligence, payments, trade, markets or other) and service oriented attitude.
